classroom communication rubric

My district is attempting to develop an oral communication rubric for K-12 classrooms. They want to be able to assess basic skills such as making requests and sharing information to oral presentations. Does anyone have such a rubric or know of any sites to investigate? Any help would be appreciated.

I have a reference book called "S-MAPS Rubrics for Curriculum-Based Assessment and Intervention" published by Thinking Publications (which was sold I believe). authors are Wiig, Larson, Olson. It's for Grades K-12
