Isn't it illegal to write on photo-copied test forms?
I just started working at a school and am finding photo copied tests in students' folders instead of test forms. Also, the previous SLP has files full of photo copied test forms, instead of original forms... must be what she used all along... Isn't this illegal??

Yes, it is illegal. Those forms are copyrighted and it is infringement of copy right laws. That school system could find themselves in a difficult situation. Sounds like you are in a system that needs to be brought up to the present and not the past.
