Writing assessment

What are people using to assess written language in school aged and high school students? I have never been completely satisfied with the TOWL or OWLS and end up administering extra writing tasks in different genres and analyzing qualitatively. Ideas?

Most test are just reading a passage and then seeing what students understand or remember.
